Dusty Ference, Executive Director
Dusty Ference has served as Executive Director of the Kings County Farm Bureau since 2015 and also serves as General Manager of the Excelsior-Kings River Resource Conservation District. His work focuses on agricultural advocacy, water policy, conservation, and strengthening the long-term future of agriculture in the Central Valley.
Ference has helped lead Kings County agriculture's response to state groundwater regulation, including the creation of KCFB's SGMA Defense Fund and its ongoing legal challenge to the State Water Resources Control Board. Through EKRCD, he also oversees conservation programs that connect local producers with state funding for water efficiency, soil health, and other on-farm improvements.
Before moving into agricultural advocacy, Ference worked in production agriculture and as a welder and electrical technician, giving him a practical perspective on the issues facing farmers and rural communities.
Ference and his wife, Shanna, are raising their two daughters on her family's ranch outside Visalia, where their daughters represent the fifth generation of the family.
Tiffany Flores, Office Manager
Tiffany, a Lemoore native, brings over 18 years of administrative support and customer relations experience from private and government sectors. She keeps KCFB operations running smoothly and ensures members receive excellent service.
She actively participates in her community through Lions Club International membership, serves as an associate board member of the Sarah A. Mooney Memorial Museum, and has hosted international exchange students through the World Link Organization.
